(RSF/IFEX) - RSF is very worried further to the assassination of journalist
José Arturo Guapacha. According to RSF's information, on 15 October 1998,
Guapacha, director of the local bi-monthly "Panorama", was shot in the head
in the city of Tuluá, close to Cali (Valle Department), by a gunman who was
waiting for him near a garage exit.Guapacha had been practising journalism
for some twenty years. He had worked for RCN and Todelar radio stations, and
had been director of "Panorama" for the last ten years.

RSF is deeply concerned by this latest assassination of a journalist, even
if it is not possible, for the moment, to confirm if Guapacha was
assassinated for exercising his journalistic activities or due to other
motives.


Background Information


Since the beginning of the year, four information professionals have been
killed because their investigations bothered police, narcotics dealers,
paramilitary groups or local authorities. The following journalists have
been killed:


  • on 22 February, Oscar García Calderon, journalist for "El Espectador", a
    Bogotá daily (see IFEX alert of 24 February),
  • on 16 April, Nelson Carvajal, Radio Sur news director in Pitalito (see
    IFEX alert of 23 April),
  • on 19 May, Bernabé Cortés of Telepacífico in Cali (see IFEX alert of 19
    May), and
  • on 11 August, Luz Amparo Jiménez, correspondent for the Cadena A.
    television station in Valledupar (see IFEX alert of 12 August).




    No individuals have been found guilty of these assassinations to date.


    Recommended Action


    Send appeals to the Minister of Justice:

  • urging him to do everything in his power to shed light on this
    assassination and the four assassinations which preceded it
  • asking him to keep the international community updated on the progress of
    the investigations into these incidents
